How can I teach my dog to stop licking when people try to pet her

I'm not sure how you have used the e-collar so I will lay some foundation work here first. (if you go to the sign up form on this page and enter your email address you can download a 30 page e-collar training manual that I wrote that is free)
I would condition your dog to understand she needs to act in response to the e-collar stim. I would teach her to come when called to place or go to a spot on command and to sit on command in response to the command and e-collar stim.
Once she knows she can act in response to the collar and control the collar I would teach her to do a goo sit stay. Now When she is sitting have family or friends approach and pet her,not near her face, at first on her side or on her neck. If she moves to lick tap on the collar and say "sit." When she accepts them petting without trying to lick have them move to petting her on the head, again when she moves to lick tap her with the e-collar and say "sit". Practice this until she really understands that sit means to sit and accept petting without trying to lick.
Then have friends help by meeting either on the street or at your door and greeting her, but before they pet her tell her to sit and tap for the sit. If you need to tap to remind her not to lick she will understand what you want and should be able to greet people without licking.
